Default Proficiency test

Hi, I am very new to teaching. In fact, I have yet to teach. I became interested in it while in Turkey and decided to take a TEFL course. Now I am back in the states and have resumed my normal line of employment but I would like to help my brother back in Turkey with his language skills. He is very much a beginner. I don't know where or how to begin with him. How does one begin with a person who has never taken an english course? How can I test his abilities to see where I and him need to start, and how can this be done remotely, since he is in Turkey and I am in NY?
