1 That doesn't collocate for me- bored of/with is fine, though.
2 I'd congratulate someone for doing something, a form of gratitude, not on their engagement.

PS Is it National Preposition Day in Japan today.

I agree with Tdol. The same is true in AmE.

Today is another National Preposition Day in Japan.
I felt Q5 in http://www.usingenglish.com/members/...hp?quiz_id=416 was weird without the preposition 'at'.
