Question? Fequently being cut off the electricity and water supply makes people cannot help but to do nothing.
What is th meaning of " cannot help but to do nothing"?

Re: Question? The sentence is a bit of a mess (I think it should be 'means' not 'makes'), but the idea is that they have no choice but to do nothing because there are no options for action.
