are there any specific rules for when to use "a" "an" "the"? I know "an" marks a noun starting with a vowel, what else?

No, not quite. “An” is used before a noun beginning with a vowel sound (rather than a vowel in spelling). Here are some examples:

A house
An hour
An uncle
A unit
A European
A one-way street
