Would you use 'use to' in a question?

Was just wondering who would use 'use to' in a question.

The question is:
Q: Why did Ghandi use to fast?
A: Gandhi used to fast to purify himself.

The question sounds a little odd to me but not sure why. I think it should be:

Q Why did Ghandi fast?

the answer could then begin with...

Ghandi used to...
Ghandi would ....

Is there any grammatical significance to the two different questions etc?

The question is correct, but it may sound a little odd- many native speakers will actually say 'did he used to'- it's not that common as a question, but yours is fine. The second question could work, but it could also apply to a single occasion.
