Default why is there no comma in the year?

Why do we not use a comma when writing the date? For instance, when we write the date 2/24/2004, we use no comma in the 2004. Any other time we write 2,004 we do ues a comma. WHY?

It is just the way it is done. It is probably because we usually say ninteen sixty-nine instead of one thousand nine hundred sixty-nine.

We use commas to separate thousands and a point for decimals.
