Default balance of evidence

Hello

Could you please kindly tell me what "the balance of evidence" means? I wonder how it is different from simply saying "the evidence available suggests ...."

I would appreciate your instructions.

The balance suggests that there are differing views that have to be assessed and weighed up to reach a clear and fair picture. 'Evidence suggests' doesn't imply this to me, but suggests that proof has yet to be established.

Thanks to your explanation, I now could find an image of scales in "balance" in this phrase. I appreciate your instruction. Thank you so much for the nuance of "evidence suggests" also.
