Hi,
could you please tell me the rule for using the following structure:
Contract on individual level of the services provided (or provided services?)
When is it possible or necessary change the word order as above? (e.g. take over the goods ordered, take the steps planned etc.)

I don't think there is a rule for this. In these cases, you have a past partcicple that is used as an adjective. It can be used prepositively like a normal adjective or it can be used postpositively as an adjectival complement.
One cannot always do this, however.
