Does this answer sound strange?

Please read the below dialogue.

A: Would you mind not smoking here?

B: No, not at all.

Does B's saying sound odd?

What the second speaker is saying does not sound odd to me. It is, in fact, a perfectly ordinary utterance. What he is saying is that he doesn't mind not smoking.
