Default "by which"

The law is considered a mechanism by which social and moral behaviours are enforced.
The world " which " refer to what ? The law or the mechanism?

it refers to 'mechanism called law'. so the stress is on mechanism.
"a mechanism which is used to enforce blah blah blah"
