You don't HAVE to say it. It reads a bit as if you are discussing skies in paintings or photographs, and comparing them. "I like the blue skies rather than those gloomy cloudy ones"
It would perhaps more usually be " I like blue skies" or " I like a blue sky, not a cloudy one" or "I like the sky when it is blue"

The sentence "I like the blue skies" could/might be interpreted as being a critical comment about a picture.
