How about the following one?

'Some substances and drugs have adverse effects on growing youths.'

I'm not sure exactly how old 'children' and 'youths' are,
but I guess 'youths' are older than 'children'.

Also, how about the following?

'Some substances and drugs have adverse effects on those(or 'youths') in the growing period.'

If there are any other useful expressions regarding this,
please let me know.

How about the following example? Does it work?

'Some drugs have adverse effects on children ( during OR undergoing ) their growth spurts. For example, steroids lower their bone density.'

The phrase growing children is idiomatic, but I wouldn't use growing youths or growing adolescents. You can say for people undergoing growth spurts, but I don't know how you can know about such a thing except in retrospect.
