Please advise me whether I can use the following sentence to forward this to a client.
"Please regret that I could not send you the report yesterday since I was on leave."

You can't use that sentence. (The regret is yours. It doesn't belong to the other person.) Instead, use Cas's suggestion. You could also say: "I regret that I couldn't . . . ."
