Question One: I call knife cutting pencils "knife", but my coworkers, who are not native speakers, call it "cutter". If by any chance knife is just the generic word, is there any specific word for the stationery we use to peel a pencil? Or "knife" is just the word?
Question Two: Another stationery we use to peel pencil is the one with fixed blade in a plastic device, and we can just turn the pencil to get it peeled. What is the name of this stationery? Is "pencil peeler" the right word?

the plastic device with a fixed blade is a sharpener , a pencil sharpener ( it sharpens the pencil)..the knife ..., I would try stilleto, but thinking twice, stilleto can also be high-heeled shoes..
If you're talking about the pencil-shaped device that has a razor blade at its tip, in America we call that by its trade name, an X-ACTO knife.
As boothling suggested, say pencil sharpener. We sharpen pencils with a pencil sharpener. When they get dull they don't write very well, so we sharpen them. With a pencil sharpener.
