    Default arrive in/to

Does verb "arrive" collocate with the preposition "to" or "in"?

The Scots arrived in/to Scotland from Ireland.

The Scots arrived in Scotland from Ireland . But you can say "They arrived at the airport" "They arrived at the hotel late in the evening".
