Default usage of 'To'

I have one doubt about the usage of 'to'. I would like to know whether the following sentence is correct or wrong:

'The in vitro proliferation assay of human ASM and VSM cells is a cell-based approach to examining how polypeptide growth factors modulate ASM and VSM proliferation.'

Here 'to' is used before a gerund and that is the reason of my confusion. Please help me to correct this sentence.

I think instaed of 'to' u should use 'for' here...

If I use "for" I think it will be alright but if I use "to" instead, then should I change examining to examine? Please put some light on this matter.

You can have to + -ing. What's the relationship between the two parts? If the in vitro assay is the complete way of examining, then I would use 'for', but if it is a contribution, I would be moe likely to use 'to'.
