I`m In Need Of Your Help.why Isn`t "it" Followed By "is" In This Sentence ?

Necessary (to help him) is complement to the object it. This is a complex transitive verb structure of the type SVOC:

I deem it necessary to win.
I consider him fit for service.
I think the Eiffel Tower magnificent.
I declare this meeting open.
