That countered area is called
a bus station or bus(s)ing station in North American. The word 'bus' refers to heavy traffic of trays filled with food, garbage, etc, coming and going, where one (usually called a 'buser' or server) clears the trays, plates, and so on. Some bus stations tend to have refill stuff, too, such as cutlery, salt&pepper refills, water, ice, and napkins.
All the best,
