As raised in the title, which one is correct? And what is the rationale behind it?
(1) With regard to Frnacis' performance, ...
(2) With regard to Francis's performance, ...

In a singular noun ending in s, as in Francis it is acceptable to add the apostrophe at the end - Francis' performance. However it is more correct (and more common) to use Francis's performance.
