Either men or women can end up with a camel toe (also known as "crotch cleavage") - it comes from wearing too-tight trousers or shorts or even a bathing suit. It's not necessarily "dirty" (that is, it's not as bad as using swear or curse words), but it's not something you'd talk about it polite company. The term got it's name from the appearance of a camel's foot.
