No. "Off the shelf" means "available for sale, not custom made". Here it means that a store stocks these parts and sells them separately. [Shelve] is a verb; the noun is shelf, but the plural of shelf is shelves.

One does not "check into baggage claim". One checks into a hotel. One can also check baggage (leave them with someone who gives one a claim check). "Baggage claim" is the area where one claims one's baggage after a flight.
