Angry Things didn't go as they had been expected.

Is it correct? Or will you say, "Things didn't go as they were expected."

Things didn't go as they had been expected.

Why Harry Smith?

The action "expected" had been done before things did go.

First of all, it's not only Past perfect tense. The thing is that sentence is in the passive voice and you don't need the rule of sequence of tenses.
