Verbs, prepositions and, ugh, phrasal verbs!...

I'm so happy to have you answering our queries promptly.
Tell me, please, what are the infinitive forms of the following capitalised verbs:
1. Soon after that, the boss CAME IN. ("to come" / "to come in")
2.Two minutes later, the parrot FELL OFF the perch. ("to fall off" / "to fall")
I seem to have difficulty in giving my pupils the right infinitives in the case of those verbs followed by prepositions/adverbs.:oops:

In the first, you could say that the verb is a phrasal verb,. so the infinitive could include the prepostion, but in the second, I don't think it's a phrasal verb, so see no need to include the preposition as part of the infinitive.

On the other hand - while in that context - 'fall off' isn't phrasal, there is a phrasal use: 'sales have fallen off' - so the infinitive would be 'to fall off' [meaning 'to become less].
I've just thought: if 'to fall off'; is transitive and takes two objects (?), it's not phrasal. If it's intransitive, it's phrasal.
