Default Agreement between subject and verb

"Stapled to the back of these explanations is a highlighted section from the tentative schedule for the convention."

"Stapled to the back of ..." is a participle phrase, right? Is it acting as the subject of the sentence? So, then, it would be a gerund and would have a singular verb follow, right?

participle phrase -- YES
No, it modifies the nominal subject: section

Put it some other way :

A highlighted section...is stapled to the back of these...

Subject : section

The subject is 'a highlighted section'; if you reverse the word order, you'll see:
A highlighted section is stapled to the back...
