I dunt know exactly what "buy off" means but from the situation in the sentence, I just guess that he is trying to sell newspapers in whatever ways he can come up, in other words, he takes every chance to sell his newspapers . And from the sentene, the way he chose is placing many adverts to attract people.

    Hope this help ya.

    Thank you,
But I don't think your explanation is right.

Here is the buy off meaning :
Buy off ------- (Pay someone to stop them causing trouble)

Now please explain me the following sentence. (I couldn't understand)
He bought the newspaper off by placing a lot of adverts.

The newspaper wanted some recompense for something he had done or not done; or perhaps it was harassing him or his family. In order to placate the newspaper [make them happy/keep them quiet], he became a regular customer by placing a lot of advertisements - so the principal reason for the ads was not selling his goods/services but buying off the newspaper.
