Default two Carbon Copies on a letter

I am sending a business letter. I want to carbon copy it to two people different from the addressee. Is it done as follows

cc: John Doe; Jane Doe

or

cc: John Doe
cc: Jane Doe

??

This is probably just a stylistic difference, but in the US, the most common form is:

cc: Jane Doe
Robert Roe
John Q. Public

(The names should all line up under "Jane Doe;" the forum isn't allowing my text to do that, however.)
