use of tense
could you please tell me what is expressed by "would not have detected" in the following sentence:
Goods which are not rejected by the buyer as soon as practicable and in any event within 30 days of receipt of the goods, shall be deemed to conform with the specifications, unless the buyer is able to demonstrate that it would not within that period reasonably have detected non-compliance with the specifications.
Does it mean "that it would not have been able to detect the non-compliance"?

I am assuming that it refers to the buyer (rather odd for an English sentence). My interpretation of the phrase in question is that the buyer could not have been expected to detect non-compliance within the time period.
