I think it means: People who originally thought that something was silly changed their minds/opinion about that something and started supporting it.

I think rancher247 is probably right, but there's also a meaning of 'scoff' that refers to eating. A church might have had a coffee morning.

Just a "FYI" note: That quote is paraphrased in both the lyrics of the "Ammonia Avenue" song/album by The Alan Parsons Project (1984) and in the book "Alcoholics Anonymous" (1939).

Oops, oh ya, the original quote is from "The Deserted Village", a poem by Oliver Goldsmith (1770)...
