Smile Is "that" omittable in this case?

"It's necessary students have new school uniforms."

In my opinion, It should be " It's necessary that students have new school uniforms" Is it ok to "omit" the word "that"?

Yes, it is necessary that you use the word that in that sentence.

That "yes" is somewhat confusing. For me it sounds like that "yes" would refer to "Is it ok to...".
