I think A is correct. B can be correct, too if we say like this: He said that he had consulted his doctor before he took the medicine.

But, when we have a look at B:

He is said that he consulted.....

but shouldn't the sentence be like that to be correct

It is said that he (had) consulted .....

There's no 'is' in Harry's version, and it makes perfect sense. 'It is said that [reported speech]' and 'He said that [reported speech]' are both OK. They're not equivalent, but there's nothing wrong with either of them grammatically.
