I think Tdol's right. I don't know the context though, and it seems to me an odd collocation. ('Candy floss' is that insubstantial and sticky stuff spun from sugar and sold at fair-grounds; 'cotton candy', I think, in some parts of the world; elsewhere barbe de papa: http://upload.wikimedia.org/wikipedi...andy_floss.jpg )

Maybe Lord Desai was using a deliberate oxymoron - like 'champagne socialism'.
