Default I'm get confused.......... please help !

Hello all

I have one question whinch needs to be clarified.

I always get confused with the usage of 'ing' form after the word 'to'.
As far as I'm concerned, all verbs that come after the word 'to' must be in the base form.

BUT... why in the following sentences, the verbs that come after 'to' are 'verb + ing' :

Looking forward to receiving your reply.
Hope to hearing from you soon.

Anybody who can clarify.

'Look forward to' is a phrasal verb, and requires a noun (or something like it). The gerund fits that requirement.

'Hope to hearing' is just wrong.

PS You should say "I'm getting confused...".
