what is the exact format for writing a letter?is it wrong to address the editor of the newspaper as respected sir?in message writing should the name of the writer be written in capital letters?

'Respected Sir' is standard Indian English, I believe; my AmE uses 'Dear Editor'. The writer's name in signature (after the closing) is written as usual.
