    Please tell me about this.
    Do you say


    The announcement was made ...

    1) the local time, or
    2) on the local time, or
    3) based on the local time?

    ...so they had to wake me up, who was on the other side of the world, to let me know about it.

    But I need to say it without the actual time.
    Is there a more natural way to say "based on the local time"?

    Maybe say something like 'during their working day, while I was fast asleep on the other side of the world'.
