dip one's hand in the water
Is there an expression: To dip one's hand in the water?
Could it mean to do something improvised?

Hello DK
As it stands, I would interpret it literally.
Do you have the context?

There is an idiom 'to dip one's toe in the water' - which means 'to test, without commitment' (nothing to do with improvisation).
