say (verb) utter words so as to convey general information, an opinion, an instruction, etc.
He says he has never been abroad in his life
She says that she likes to go shopping
tell (verb) 1 communicate information to someone. 2 instruct to do something. 3 relate (a story).
She tells her children a story every night
Tell me how to program that computer
They tell the tourist how to find the railway station
She tells me that she likes to go shopping
