I've only seen it in things like 'pupil-teacher ratio'. It could possibly mean a trainee teacher, but I haven't seen it used that way- what's the context?

This phrase, I have seen it in a dictionary in my country but I can not find in any other dictionaries. So, I am not quite sure if it is a correct word to be used.

When you mention to a trainee teacher, you mean it is a student or a person who is trained to be a teacher, isn;t it?
