    'saw' meaning noticed,

    A1) I saw (that) Tyra had bags under her eyes when she wasn't wearing makeup.


    'have' meaning cause to have <causative>,

    A2) ?I saw Tyra have bags (drawn in) under her eyes when she wasn't wearing makeup.

    Try,

    I noticed (that) Tyra has bags under her eyes when she doesn't wear/isn't wearing makeup.

    I am unwilling to say that. The word 'would' can be interpreted as "unless you or someone else points out something I may have overlooked."

    It's a mixture of 1 and 2, with a dash of 3! What none of them (1,2 or 3) has is the suggestion that saying whatever would be a little more than the speaker meant; to say that would be going too far.
