#1 is nearly correct. You need to say:

1. I saw that Tyra had these big black bags under her eyes when she didn't wear make-up.

i.e. no "and" between "big" and "black", and "under her eyes" instead of "round her eyes".

At first sight, I didn't find any problems with sentence 2, But on second thought, there seems to be some problem with the word have in the case, and I wonder if we could view have as wear. If yes, then sentence 2 is correct. Since I'm not a native speaker, it's hard for me to descide this.

The sentence is odd because bags and/or dark circles under one's eyes cannot normally be actively applied or placed there unless done so with make-up -- but you excluded that possibility in the sentence.
