Default cardboard?

Err...this might be a silly question less to do with English and more to do with common sense.
It's....there are "cardboard tubes" on the outside of some tampons.
I mean...why are they called "cardboard" tubes in English as they are made of plastic materials?
Are some of them really made of "cardboard"? :(
