At what age are the phonetical movements set making the ability to speak a new language 'like a native' difficult?

What do you mean by 'phonetical movements' and 'speak'? Do you mean pronunciation or grammar?

Are you trying to say that when is the critical age for a person to acquire a new language like a native speaker?

If yes, if my memory still befriends me, it's about 14 years of age.

If that's the case, then I agree. Before a child reaches adulthood. It's a right-brain, left-brain thing. As the right-brain maps the codes, the left-brain is solidifying them.
