Is it always necessary to change a sentence in the simple past tense into the past perfect tense while reporting it with the reporting verb in the past?
If not,what are the exceptions?

When the reported sentence contains a time clause, the tenses of the time cluase do not change.
e.g. "I left when it was getting dark," she said.
She said (that) she left(had left) when it was getting dark.
I just remembered two cases when the tenses do not change.
1. when the speaker expresses general truth, permanent states or conditions. e.g. "February the 14th is Valentine's Day," he said.
He said that February the 14th is Valentine's Day.
2.when the reported sentence deals with type 2\3 conditionals, wishes or unreal past. e.g. "OK boys, it's time you went to bed," Mother said.
Mother told the boys that it was time they went to bed.
