to-infinitive + to-infinitive = [to overcome] and [to speed]
(1) (In order)
to overcome the problem of funds and (in order)
to speed the import of Western technology, ....
to-infinitive + verb phrase = to [build and operate]
(2)
(In order) to further reduce the waiting list for phones, Hungary has leased rights to a Dutch-Scandinavian group of companies
to build and operate....
