(2) To further reduce the waiting list for phones, Hungary has leased rights to a Dutch-Scandinavian group of companies to build and operate what it says will be one of the most advanced digital mobile phone systems in the world.

My question is why in the first sentence we have 'To partially ....and to speed....." while in the second sentence we only have ' to build and operate......' instead of ' to build and to operate'?

With 'To build an operate', the two verbs are very close together, so there is not need to repeat 'to', though you could. In the first example, they are further apart. Where there is a risk of confusion, it is better to include 'to'.

to-infinitive + to-infinitive = [to overcome] and [to speed]

(1) (In order) to overcome the problem of funds and (in order) to speed the import of Western technology, ....


to-infinitive + verb phrase = to [build and operate]

(2) (In order) to further reduce the waiting list for phones, Hungary has leased rights to a Dutch-Scandinavian group of companies to build and operate....
