    Default 0.5 hectare/s

Policy XYZ deals with new larger scale developments, defined as developments comprising 10 or more dwellings, or taking place in sites of more than 0.5 hectares.

Shouldn't it be 0.5 hectare since it is less than 1 hectare?

Maybe it should be, K, but it simply isn't. Language use creates its own logic.

We do say, "6/10s of a hectare'.

As Riverkid says, language creates its own logic, and with singular and plural, simple arithmatic often does not provide the correct answer.
