We never use 'to' with a modal verb + infinitive.

Yes. Modal verbs are followed by infinitive without to "bare infinitive" except for "have= have to do sth, and ought" as some grammarians prefer. For me, I'd rather say that HAVE TO and OUGHT TO are modals and all the modals are followed be bare infintinve. I'm I right?

'have to/ought to/want to/need to' are periphrastic modals or semi-modals, Riyadh.

modals cann't be followed by "to" exept the above ones.
