How it's correct to spell?
1. "Since 2005 Mr. Hayse has the position of Head of IT Department/is Head of IT Department"
or
2. "Since 2005 Mr Hayse has been Head of IT Department"?

Choice #2 is correct. The past perfect tense shows something that began in the past and continues into the present. By the way, I think his name is spelled "Hayes."

I think you meant to say, "present perfect", right, M?

But even here, you have to be careful because the present perfect doesn't always do that.
