Does "education-conscious" mean care about "education" or "degrees/certificates/diplomas" gained through education? :?

It means to be aware about education. It doesn't necessarilymean qualifications, but given that they are a central part of education, it would be difficult not to include them.

...Because the articles I read talked about something like "...explore the education-conscious Asian marketplace",
"curriculum changes that have heightened concerns among many education-conscious Japanese parents over their children's academic prospects"...
So I'm wondering if "education-conscious" simply means being aware of education in general,
or specifically refers to the exam-oriented social phenomena in some Asian countries like Japan, Taiwan, Korean, China...
...like they're "notoriously" "education-conscious"??

You make a good point. Those people are highly focused on education. Yes, you can indeed use education-conscious that way.
