Coolteen,
Your message should be written thus:

Hi! everybody,

I am a beginner in English, and I hope to improve my spoken and written language. What should I do?

Can I have a voice-chat box using the English language?

Thanks to all.

Regards,
Coolteen.

Note: Use the capital 'I' when it is used to mean yourself.
Always put in the correct punctuation marks.
Take care of your spelling.
