Hi,

could you please tell me whether it is possible to say "covered means of transport" (meaning that it is not open, that the goods is protected because its under the roof of the vehicle, inside the vehicle).

Yes. This is OK: Goods must be carried in a lorry, van, or some other covered means of trnsport.
