Quotation marks and commas

I just have a quick question. if i have a quotation do i put the comma after the "

example:

"........ a noteworthy speed", declared Mr So and so

or
"........ a noteworthy speed," declared Mr So and so

If the text is dialogue, the comma goes inside the marks.

"The Laskett is beautiful," he said.

If the text within the quotation marks is a quotation from another source, the comma goes outside the marks.

What is your opinion? "The Laskett is beautiful", according to one source.
